My most important achievement as president will be transforming the American economy from oil to hydrogen. The crown jewel of my administration will be the hydrogen car. By December 31, 2012, every new car that leaves a showroom in America—will be hydrogen-powered. I will take the lead in helping you—the American people—to get us there. Then on New Year’s Eve 2012, we will truly have something to celebrate and be proud of. We will have cracked the hydrogen code.

This is a massive undertaking—and we can make it happen. The mission is simple: mobilize every American and pull out all the stops—to make the hydrogen car a reality by December 31, 2012. My job is to provide the vision, state the mission and set the tone for this nationwide project. Your job is to make it happen.
In George W. Bush's 2003 State of the Union address he stated, "In this century, the greatest environmental progress will come about not through endless lawsuits or command-and-control regulations, but through technology and innovation. Tonight I'm proposing $1.2 billion in research funding so that America can lead the world in developing clean, hydrogen-powered automobiles. A single chemical reaction between hydrogen and oxygen generates energy, which can be used to power a car—producing only water, not exhaust fumes. With a new national commitment, our scientists and engineers will overcome obstacles to taking these cars from laboratory to showroom, so that the first car driven by a child born today could be powered by hydrogen, and pollution-free."
Having a hydrogen highway network in place by the year 2010 is a California initiative being spearheaded by Governor Arnold Schwarzenegger. According to Schwarzenegger, "Californians invent the future, and we are about to do it again. We have an opportunity to prove to the world that a thriving environment and economy can coexist. This vision for California is real and attainable; however, it will take time, so we must plant the seeds now." California already has 23 hydrogen fueling stations in operation and another 15 are planned for the near future.
California has taken the lead in this effort, so we will build on their momentum. Los Angeles will be the pilot city. It’s time to take a quantum leap in energy technology. Together, we can break through any barriers we face. The American spirit has always been a “can-do” spirit.
I have named this project Cracking the Hydrogen Code. The idea of “cracking the code” is based on the popular book, Cracking the Millionaire Code, by Mark Victor Hansen and Robert Allen. I would recommend that every family in America get a copy of the book or CD set. It will help you live your dreams—and help us live our dreams together.
In 1961, President Kennedy declared that we were going to the moon in 9 years—we did it in 8. There is a time for everything. Now is the time to make this push to hydrogen. Let’s create the future together. With all of us working on this, we can make it happen. We have the technology—all we need is the will to do it. It’s time to lead the world once again. America’s best days are still ahead. December 31, 2012—here we come!
